旧机电备案一般在省商检总局备案，部分在国家商检总局备案，具体参照国家商检总局颁发的《进口旧机电产品目录机电企业备案》。

农用设备企业备案所需资料有：(1)进口旧机电产品备案申请书（在网上填写）;（2）申请人、收货人、发货人营业执照或者注册登记文件；（3） 进口旧机电产品清单（包括以下项目：名称、编码、数量、规格型号、产地、制造日期、制造商、新旧状态、价格、用途。在网上填写）。

代理人按照上述资料在网上申请，申请通过后商检局准与备案，会通知相关人员到商检局领取备案证书。

CCIC环节检测的内容和注意的问题如下

（1）核对机电设备的备案信息（产地，年份，型号，生产商）

（2）检测设备的安全防护装置以及加贴安全标志

（3）检查设备的水电设施是否齐全，电线部分是否有裸露

（4）是否有压力容器装置，如有请拆除

（5）其他细节根据具体的机器状态决定

部分产品需要办理"O"证

办理自动进口许可证的流程

（1）开通招标网的账号

（2）填写办理自动许可证的申请表，填写完成后打印二份

（3）到进口用户当地的商务厅盖章

（4）拿着红色盖章的自动许可证申请表，合同，情况说明，营业执照，对外贸易经营者备案（内资），（如果是外资企业就需要批准证书）

（5）寄到省商务厅批准

4、进口口岸检疫局办的进口旧机电产品备案申请书

5、如进口的机器是印刷机就需要到国家新闻总暑办理印刷经营许可证

6、如产品税号涉及到国家强制认证的需提供3C证书

7、如进口产品包装带有木质卡板的还需提供IPPC(木质包装熏蒸证明
